POSITION SUMMARY:

The Director of Information Technology (IT) for Public Safety at Duquesne University is responsible for integrating advanced technological solutions to enhance campus security operations and emergency response capabilities. This leadership role oversees the implementation and maintenance of critical security technologies including surveillance systems, access control infrastructure, emergency notification platforms, and data management systems that support the university's safety initiatives. The Director ensures that all Public Safety technological resources operate at optimal efficiency while meeting compliance requirements and adapting to evolving security challenges in the higher education environment. Through strategic technology planning and implementation, the Director empowers Public Safety personnel with the digital tools necessary to fulfill their mission of protecting the Duquesne University community.

DUTIES AND RESPONSIBILITIES:

Works with leadership in Public Safety and Computing & Technology Services (CTS), and key University stakeholders, to assess, develop and maintain a comprehensive Public Safety IT Portfolio (Video Management System, Access Management System, Police Reporting System, Emergency Management Notification Systems, data analytics and reporting, procurement, business process improvement-workflow, etc.) that supports the Duquesne University user community, as well as maintain a comprehensive Public Safety IT System Environment that meets the diverse needs of the campus community. Leads in establishing, with appropriate constituencies and supervisors, the service goals, metrics, strategies, policies, procedures, staffing, and annual project plans for the services accountable to assigned departmental groups.

Provides leadership in continuing a culture of innovation and partner with appropriate campus constituencies and vendor partners in developing long-range planning for the suite of services that support the Duquesne University user community. Monitor new developments and current industry best practices and incorporate those as appropriate into the operational management and planning of Public Safety IT.  Serve on the Technology Architecture Fusion Team led by CTS.

Direct resources (staff and outside consultants as needed) in the evaluation, consultation, prioritization, implementation, maintenance, replacement and retirement of public safety applications and systems needed by the University. Ensure scalability and accessibility of applications and services. Create and execute a roadmap for deliverables based on requirements, projects, and support functions.

Leads complex, institution-wide deployments of technology solutions and services and assist in determining the most appropriate project implementation and software development methodology to use (Waterfall and Agile as examples).  As part of this effort, the director will need to develop and oversee a Public Safety IT Committee. Develop, manage and lead large projects and programs that support the public safety needs of the University. These efforts will require broad resources from across the institution and perhaps outside of the University (contractors, vendors, peer institutions, others)

This position will report to the AVP/Chief of Police and will have a dotted reporting line to the Vice President of Technology and Chief Information Officer in CTS. As part of this reporting line, the Director will participate in Student Life Departmental Meetings, Public Safety Departmental Meetings (Command Staff, Emergency Management, Etc.), CTS Leadership and Management Meetings, CTS Staff Meetings, Change Management Meetings, and Project Management Meetings. As directed by the AVP/Chief of Police and/or the VP of Technology and CIO, this position will actively collaborate with other CTS and Departmental IT leaders through innovative common processes and practices to disclose, direct, manage, and most effectively control the collective activities of Public Safety IT across Duquesne University.

REQUIREMENTS:

Minimum qualifications:


Bachelor’s degree in computer science, computer engineering or a relevant field from an accredited institution.

8 or more years of progressively responsible experience delivering technical or operational computing services in a complex IT environment including previous management experience; detailed knowledge of the industry as a whole and emerging technologies in particular; demonstrates broad understanding of technical and functional disciplines in IT.

Alternately, the successful candidate may possess any equivalent combination of experience and training, which provides the knowledge, skills and abilities required to perform the essential job functions. This includes, but is not limited to, the following:

Management and leadership experience in a university environment.

Experience managing multiple groups of similar scope and size.

Ability to successfully manage multiple IT services including the development of service strategy, service design, service transition, service operations, and continual service improvement.

Ability to administer within and contribute to a team-based management environment
Excellent analytical, organization, communication, supervisory, and innovative problem-solving skills. This includes data analysis, development of key performance indicators (KPIs), and service assessments.

Ability to direct the gathering, representation, and communication of end user needs to technical staff and manage the communication of technical constraints to end users.

Ability to construct and effectively apply staff evaluations.

Ability to function in a team management environment - providing constructive criticism and taking input from members of the Student Life and CTS Leadership Team.

Ability to manage complex, long-term and dynamic vendor relationships, including contract negotiations and conducting requests-for-proposals (RFP’s). Experience with vendor management.
Capability to solve problems, to resolve conflicts and deal effectively with internal and external constituencies maintain composure under stressful situations and with frequent distractions.

Ability to understand technical details to the extent necessary in order to manage areas of responsibility.

Ability to communicate clearly, in detail, both verbally and in written format, to a variety of technical and non-technical constituencies.

Considerable experience in project management and leadership.

Professional experience developing web content and newsletters or other promotional materials.
Experience configuring and using a service management system in order to support managing, incidents, problems, changes, assets management, and request management.

Experience measuring client satisfaction and using data to develop support and service strategies.

Experience designing and implementing a comprehensive, accurate and precise deployment management strategy.

Ability to establish and maintain effective working relationships with the University Community.
